Minister Rusinova: Social policy must be based on the specific needs of the individuals

Social policy is not only distribution of money. It must be based on the specific needs of the individual and the system should start rendering account of those needs, Bulgaria’s newly-appointed Minister of Labor and Social Policies Zornitsa Rusinova told BNR. People and their activities must be in the focus of all social measures, because citizens feel best when they earn incomes in a real working environment, Minister Rusinova added. In her view, the problem regarding permanent unemployment in Bulgaria is not always due to the lack of qualification or appropriate job positions. The permanently unemployed Bulgarians often have family problems. That is why the social policies will focus on a whole range of services. Despite positive data about recent decrease of youth unemployment, Bulgaria would continue to fulfill the Youth Guarantee Programme supported by EU funds, Minister Rusinova assured. Zornitsa Rusinova declared readiness to continue the activities of former Social Minister Ivaylo Kalfin in the social inclusion field through a new Social Services Act. Currently the social services network consists of over 1,700 providers of social services, but from now on we are to focus on the quality of those services, Minister Rusinova underlined.
