The new Pre-school and School Education Act enters into force on Monday, August 1. The reform in Bulgaria’s education starts with a change of the names of 459 Bulgarian schools. Public councils will exercise civilian control over the Bulgarian schools. Pupils will receive a certificate for elementary education after completing the seventh grade, instead of the eight grade, the new act reads. According to the new act, pupils from the first to the third grade will not repeat the same grade even if they show poor results. The six-level system of evaluation will not be used in those grades. As of 2018 the private schools and kindergartens will also receive public subsidies. However, those schools and kindergartens will receive state financing if at least 20% of the children study there free of charge.
