95% of the foreign freight vehicles crossing Bulgaria do not pay vignette tax, Bulgaria’s Minister of Regional Development and Public Works Lilyana Pavlova said. Minister Pavlova added that the authorities are planning to introduce a new sanction for those vehicles called compensatory tax which will be paid immediately by the drivers. It will resemble a vignette sticker and will be valid for 24 hours. The amount of the sanction will be enough to prevent infringement attempts, Minister Pavlova further announced.
