More than 25 M euro has been earmarked during the new programming period of the Norwegian Financial Mechanism (2014-2021) for the improvement of conditions in prisons, and increasing the capacity of the employed in the sector of reintegrating prisoners. Plans and goals for the coming years include building a pilot prison with a training center, and creating transitional units (the so-called half-way houses) for adaptation of prisoners whose release is upcoming. Creating a Concept for basic and continuing training of probation officers, exploring the possibility for the introduction of new measures alternative to imprisonment and developing a specialized coaching program are among the other objectives during the new programming period.
