New regulations facilitate hiring workers from third countries

The Bulgarian Parliament has amended the Foreigners Act, facilitating labour migration and labour mobility. The obligatory study of the labour market by the employer when hiring third-country nationals and offering the job first to Bulgarians, is abolished. Third-country employees may not be more than 20% of a company's staff, and in the case of small and medium-sized enterprises up to 35%.
It is envisaged that the right to enter and reside on the territory of Bulgaria for study and education of third-country nationals may be exercised on the basis of notification by another EU member state and shall not be subject to a permit regime. University students who are third-country nationals and are graduating in Bulgaria are also allowed to stay and work in the country.
