Legal Committee: 100% machine voting and no restriction on number of sections abroad

The composition of the Central Election Commission should be reduced from 20 to 15 people. This was decided by the Parliamentary Committee on Legal Affairs during the second vote on the bill that could amend the Electoral Code. The members of the CEC will be appointed by a decree of the head of state upon a proposal of the parties and coalitions represented in parliament.

The committee has voted for 100% machine voting in all sections in the country and abroad with over 300 voters. Only in exceptional circumstances voting with a paper ballot would be possible in large sections.The proposal of "There Is Such a People" for voting by mail abroad did not gain enough support.The creation of a new constituency - "Abroad" has been supported, bringing the total number of constituencies to 32. 

The committee has decided to remove restrictions on the number of sections abroad. They were introduced with changes proposed by GERB and the Patriotic Front in 2016. It was also decided that there will be video surveillance in the sections during the counting of the ballots, BNR reporter Silvia Velikova informed.

The amendments to the Electoral Code are to be voted on in plenary hall.
