Bulgaria's Kotel declares partial state of emergency over torrential rain

Due to the torrential rain that flooded several streets in the lower part of the town of Kotel (Eastern Bulgaria) this morning, the municipality is introducing a partial state of emergency. In just one hour, the rainfall was nearly 60 liters per square meter. The incoming water turned one of the streets into a river and for a few minutes dragged cars, took away part of the asphalt pavement and entered people's homes. 

The mayor of Kotel, Kosta Karanashev, announced that there were floods on several streets in the town and in the village of Ticha and called for state support to deal with the disaster, as well as to prevent further floods. There are about 20 flooded houses in Kotel and around 12 in the village of Ticha. 
Two years ago, on the same date, Kotel experienced another water disaster.
