In the past 2 years, state-owned companies paid about 4.4 billion euros to subcontractors for construction without public procurement procedures. This was done under the so-called in-house procedure, which could be applied only in emergencies and extreme cases. Bulgarian caretaker Minister of Finance Assen Vassilev said that this practice would be terminated with changes in the regulations.
