In the past 2 years, state-owned companies paid about 4.4 billion euros to subcontractors for construction without public procurement procedures. This was done under the so-called in-house procedure, which could be applied only in emergencies and extreme cases. We are talking about the construction of the Hemus highway, dam repairs and other construction activities, as the contractors were paid in advance at non-market prices. Bulgarian caretaker Minister of Finance Assen Vassilev said that this practice would be terminated with changes in the regulations.
