With the new amendments to Bulgaria's Health Act, the Minister of Health will be able to introduce anti-epidemic measures to prevent the spread of infectious diseases without declaring a state of emergency. According to the amendments, the Minister of Health may impose anti-epidemic measures following a proposal of the Chief State Health Inspector, and the measures will be able to be introduced for a separate district, municipality or settlement.

In a separate district, municipality or settlement, it will be possible to introduce the measures for a certain period of time and by order of the director of the respective Regional Health Inspectorate for the respective territory. However, the Minister will not be able to prohibit the movement on the territory of the country or the entry of foreign citizens in Bulgaria.
