More than 109,000 people in Bulgaria do not have identity documents, lawyer Diana Dragieva, working in the legal protection program of the Bulgarian Helsinki Committee, said.
The addresses of hundreds of people are deleted from the register with the removal of illegal buildings and when the system in the Ministry of Interior shows an invalid or deleted address, a refusal to issue a personal document follows. A large number of these people end up homeless. They are deprived of their civil identity, they have no access to health, social and administrative services, the lawyer said. According to her, people with a deleted address are obliged to provide a new one, and if they don't, they face a fine. This way they are forced to register somewhere. "Without the intervention of the politicians, these illegal administrative practices will continue", the lawyer warned.
