Although the European Union has allowed Bulgaria to import Russian oil until the end of 2024, it cannot sell refined petroleum products made from Russian crude oil within the community or to third countries. This was decided by the Council of the EU that adopted the ninth package of sanctions against Russia.
However, the provisions make it clear that Bulgaria can export some refined oil products to Ukraine, including through transit through other members of the European Union.
