Energy poverty to be included in legislation, unions insist

Trade unions are demanding a fair definition of energy poverty to be enshrined in legislation. According to the president of the Confederation of Labour Podkrepa Dimitar Manolov, energy poor are not only those who cannot pay their electricity bills.

"The concept includes more than just not being able to pay your electricity bills. Energy poor is, for example, a person who cannot replace his electrical appliances with energy-efficient ones in order to spend less energy and pay lower bills," he added. He said the issue is on the agenda, so the energy ministry needs to speed up the discussion and get legislative changes - the basis for helping people in need.
