Inspections of highways and roads can be turned into a series that could be appropriately called "Theft of Highways" because each check shows the same thing - about 25 - 30% less asphalt than what is required, caretaker Minister of Regional Development Ivan Shishkov has told Nova TV.
According to him, for 7-8 years highways in the country have started literally falling apart.
