Bulgarian Minister of Justice, Atanas Slavov, has sent the draft changes to the Constitution to the Venice Commission. The request to the European Commission for Democracy through Law, which is an advisory body of the Council of Europe, is for an "urgent opinion on the project at the earliest stage".

In the letter, Minister Slavov points out the main proposed amendments: limiting the powers of the chief prosecutor to that of administrative head of the Supreme Prosecutor's Office; increasing the independence of the Judicial Inspectorate; transformation of the current Supreme Judicial Council by separating a Prosecutorial Council with a majority of members elected by the National Assembly; changes in the powers of caretaker governments.

Slavov also expresses his gratitude to the commission for the previous expert opinions on the already adopted mechanism for investigation of the chief prosecutor.
