Court allows DPS - New Beginning of Delyan Peevski to run in elections

The Supreme Administrative Court has overturned as unlawful the Central Election Commission's refusal to register the Movement for Rights and Freedoms - New Beginning coalition (one of the two factions of the DPS) for the 27 October parliamentary elections. The court thus allowed Delyan Peevski's "DPS - New Beginning" to participate. 

It is noted that it was indisputably established that the "DPS - New Beginnings" had submitted an electronic application at 00.05 hours on 2 September 2024, signed with the electronic signatures of both representatives of the coalition. Thus, according to the court, "DPS - New Beginning" had submitted documents before the DPS faction of honorary leader Ahmed Dogan - "Democracy, Rights and Freedoms - DPS", since documents submitted before the expiry of a deadline, albeit outside the working hours of the body, are considered to have been submitted in time. The documents of Ahmed Dogan's DPS faction were also submitted on 2 September, but within the working hours of the CEC.
On 9 September, the CEC refused to register the "Democracy, Rights and Freedoms - DPS" and "DPS - New Beginnings" coalitions to participate in the upcoming early parliamentary elections on 27 October, arguing that the electoral law does not allow the same party to participate in more than one coalition.

After it became clear that the CEC would register Peevski's DPS, the commission received an electoral application from a group called the Alliance for Rights and Freedoms. It was submitted by Rumen Yonchev, leader of the Bulgarian Agrarian National Union (BANU), a partner in Dogan's coalition, and by Veselin Penev, representative of SBOR ("Fair Bulgaria United Patriots"), who is close to MRF honorary leader Ahmed Dogan. 

"The name "Alliance for Rights and Freedoms" was not chosen by chance, with the word "Alliance" we declare a wider opening to all Bulgarian citizens, so that we seek support for radical change in Bulgaria," said Rumen Yonchev, quoted by BTA.  "You will see, the campaign will come, the registration of the lists will come, the announcement of the leaders, we will give a very clear signal."
