Caretaker Prime Minister Dimitar Glavchev represented Bulgaria at the summit meeting within the framework of the "Berlin Process" in the German capital. The meeting took place in the format of leaders of the countries of the Western Balkans and of the partner countries of the initiative, as well as representatives of international financial institutions and regional organizations.

"We are ardent supporters of the enlargement of the EU, but in compliance with the general conditions and the procedure, which is known to everyone," Glavchev said during the meeting. He emphasized that it was proposed to expand the negotiations to the level of a candidate member state - the EU, in order to avoid contradictions between two countries. "We have done this with the Republic of North Macedonia and we are obviously moving forward," Glavchev said.

It became clear at the meeting that Montenegro will close the negotiating chapters by the end of the year and that Albania is expected to start opening chapters in that period, while Serbia could start opening negotiating chapters in early 2025
