We Continue the Change – Democratic Bulgaria has submitted a bill to amend the Electoral Code to ensure that the votes of Bulgarian citizens are counted according to their free will. "Because of the obvious shortcomings of the current practice and legislation, in some places the ''party'' of invalid ballots has become the first or second political force in several consecutive elections", the coalition said.
One of the proposals is to eliminate manual vote counting and to have the votes counted using optical scanning machines. The bill also envisages the introduction of scanning devices for voters' IDs and an electronic system for updating the voter list in real-time, preventing duplicate voting elsewhere. Another proposal concerns the Sectional Election Commissions, which will no longer be able to count the ballots.
