MFA is following the case of mobilised Bulgarian citizen in Ukraine

The Bulgarian Foreign Ministry is monitoring the case of Lyubomir Kirov, a dual Bulgarian-Ukrainian citizen who has reportedly been mobilised in Ukraine despite holding a disability certificate (TELK) for a serious arm impairment. 

The ministry has confirmed that it is in contact with Kirov’s family and the Ukrainian authorities, and is working to protect his rights. Under Ukrainian law, dual nationals with Ukrainian citizenship are subject to certain obligations while in the country, including mobilisation, the ministry added.

Born in the Bulgarian town of Sandanski in 1997, Kirov had travelled to Ukraine to care for his elderly grandmother.


Earlier on Wednesday, Stoyan Taslakov, chair of the Parliamentary Committee on Bulgarians Abroad, raised concerns over a case in which a Bulgarian citizen with a disability was reportedly forcibly mobilised by Ukrainian authorities despite his status and without any formal notification to Bulgarian institutions. The report was cited by the party Vazrazhdane via the Bulgarian News Agency (BTA).
