The two largest trade unions in Bulgaria, the Confederation of Independent Trade Unions in Bulgaria (CITUB) and the Confederation of Labor "Podkrepa", objected the 2023 draft budget announced by the caretaker Minister of Finance. According to the draft budget, the minimum salary should remain unchanged at BGN 710 (EUR 363).
However, the trade unions insist that it should amount to 50% of the average salary and described the proposal as a sabotage of social dialogue. "Taking into consideration the current inflation which is nearing 19%, a minimum wage of EUR 363 is an insult to everyone who receives it," said Lyuboslav Kostov, Chief Economist at the CITUB. In his words, the net amount of the minimum salary is almost equal to the poverty line. The draft budget also envisages an annual average inflation rate of 6.4%. According to the draft budget, unemployment will stand at 4.6% and the gross domestic product will increase with 1.6%.
