According to the proposal, revenues in the treasury will be collected according to the current laws. All social payments such as pensions and benefits will retain their amount as of December 31, 2024. Regarding expenses, "priority goes to payments for pensions, social benefits and salaries."

Business will be obliged to increase the minimum wage to 550.65 euros, which is the level determined by a decree of the Council of Ministers. For civil servants, the minimum wage of 477 euros, continues to be valid. All differences will be equalized accordingly with the 2025 budget, which will enter into force on January 1 next year, regardless when it is adopted by the National Assembly, Minister of Finance Lyudmila Petkova said.
