The caretaker cabinet approved an international agreement for the acquisition of anti-tank guided missiles Javelin under the U.S. Foreign Military Sales program. The decision proposes that the National Assembly ratify the agreement by law. The document will support the implementation of the Ministry of Defense's project for "acquiring basic combat equipment to build battalion combat groups as part of a mechanized brigade".

In September 2024, the State Department approved a possible Foreign Military Sale to the government of Bulgaria of Javelin FGM-148F missiles and related equipment for an estimated cost of USD 114 million. The decision to purchase the equipment was made by the Bulgarian National Assembly in August 2024.
