Ukrainian Rada authorises purchase of Bulgarian-owned Russian-built nuclear reactors

The Ukrainian Rada today approved the purchase of two reactors from Bulgaria for the expansion of the Khmelnitsky nuclear power plant, Bulgarian media reported. The reactors, which Bulgaria bought from Russia in 2015 for the unfinished Belene NPP, were offered to Kiev in 2023 for the plant in western Ukraine. The originally announced price for the two reactors was 600 million euro. The purchase was approved by the Rada's energy committee in January. The two reactors will allow the completion of the construction of additional capacity at Khmelnitsky NPP, bringing the number of operating reactors to four.

During his recent visit to Ukraine, the head of the International Atomic Energy Agency, Rafael Grossi, said the agency would provide technical assistance to Kiev. For his part, Alexey Likhachev - the CEO of Rosatom, the manufacturer of the reactors - described Ukraine's purchase of the Russian reactors from Bulgaria as a paradox.
